*Executive Director, New Mexico Renewable Energy Transmission Authority *
The New Mexico Renewable Energy Transmission Authority (RETA) is seeking qualified candidates for the position of Executive Director.
RETA is a quasi-governmental entity located in Santa Fe, New Mexico.
It was created to assist with developing electric transmission and storage, with an emphasis on renewable energy development.
RETA's mandate is to plan, finance, build and operate new electric transmission lines and storage facilities that draw at least 30 percent of their energy from renewable sources.
It may provide bond financing or acquire certain eligible transmission and storage projects.
RETA is currently involved in the co-development of transmission projects in New Mexico, including SunZia, RioSol, North Path Transmission, and others.
The RETA Executive Director position is a full-time appointment.
A compensation package will be negotiated with the Authority.
The RETA offices and Executive Director Position are located in Santa Fe, New Mexico.
Duties:
The Executive Director, reporting to the 7-member New Mexico Renewable Energy Transmission Authority Board, will work with the Authority to establish, plan, promote, and implement effective infrastructure planning and finance programs for New Mexico electric transmission and storage facility projects.
The principal duties of the Executive Director include:
* Serve as the full-time senior administrator for RETA, including managing all aspects of RETA’s implementation, development and expansion
* Facilitate multi-state, multi-utility collaborative agreements and/or contracts to ensure the development of needed transmission infrastructure for exporting NM-generated renewable power
* Represent the interests of RETA in appropriate regional transmission planning processes, including those recognized under FERC Order 890
* Work with independent power producers interested in siting renewable power generation facilities in NM to ensure needed transmission infrastructure is developed in a timely manner
* Coordinate and facilitate the development of program and administrative polices for RETA
* Establish and implement long term and short term strategies in conjunction with board directives
* Monitor and evaluate timeliness and effectiveness of RETA’s programs, services and functions
* Maintain a close and effective working relationship with the Governor's Office, New Mexico State Legislature, New Mexico Public Regulation Commission, tribal and local jurisdictions, in-state investor-owned utilities and rural electric cooperatives, regional transmission planning groups and electric transmission providers, and the non-governmental advocacy community.
Qualifications:
* Bachelor of Science or Arts in a relevant field
* Knowledge of public sector financing for capital infrastructure
* Knowledge of renewable energy technologies, transmission planning and infrastructure development
* Experience with tribal, state and federal laws, policies and regulations governing transmission infrastructure development and electric power generation and transmission.
Experience working with the Federal Energy Regulatory Commission and state public utility commissions
* Experience with state and federal legislative processes
* Knowledge of generation needs in markets that may be served by NM renewable energy generation
* Knowledge of current initiatives in renewable energy development and transmission planning activities and related government initiatives
* In-depth understanding of policy issues related to government/private sector partnerships
* Demonstrated leadership skills
* Demonstrated ability to work effectively with a variety of stakeholders.
