Why does the job exist? This position will oversee employee recruitment, training and development, performance appraisal, and reward management such as managing pay and benefit systems.
This position will also be tasked with organizational change and balancing of organizational practices with requirements arising from collective bargaining and governmental laws.

How does it get done? The Human Resources Manager Ill key responsibilities will include the following: * Providing oversight, direction, and management of employees in Labor Relations.
* Monitors and ensures compliance with federal and state laws, regulations, policies, and procedures at the direction of the State Personnel Office (SPO).
* Interprets and assists all divisions within the department regarding employee and labor relations issues and processes disciplinary actions in accordance with personnel policies, conducting employee investigations, addressing employee complaints, grievances and other labor relations and other employee relations functions.
* Creates and maintains policy and program development.
* Manages and oversees department-wide HR trends, personnel policies and Identifies policy issues, develops a plan, implements goals and makes recommendations to senior management.
* Provides oversight over compensation and classification actions, reviews requests for reorganization and position reclassification, participates in and advises management in the development and updates of agency HR policies and procedures and assist in development of agency staff to ensure proper and sustained succession planning.
* Responsible for the planning, development, delivery, evaluation, and effectiveness of all training for both NMSP and civilian personnel including the NMSP Pre-Hire Employment Program, NMSP Lateral Recruit School, NMSP Recruit School, NMSP 1st Line Supervisor Training (BI- annual), Workers Compensation, FMLA, Paid Parental Leave, Injury of Duty Leave, Donations of Leave, Military Leave, payroll, and any other training needs identified by the department.
* Provides oversight to on-boarding and off-boarding training for NMSP pre-hires, NMSP recruits, NMSP lateral transfers, and civilian employees throughout the department.
* Works in collaboration with the HR Director to manage the budget and administrative operations of the HR Division to include budgeting, planning, and procurement of goods and services.
Who are the customers? This position supports the Program Support Division, Statewide Law Enforcement Support Division, New Mexico State Police (NMSP), Office of the Secretary, Office of Legal Affairs, Administrative Services Division, Information Technology, Law Enforcement Academy, Forensic Laboratory, the Law Enforcement Records Bureau and the State of New Mexico.
Ideal Candidate The Ideal Candidate will have: o Professional Human Resources Certification from the Society of Human Resources Management (SHRM) or Human Resources Certification (HRCI) o Experience managing an organization¿s payroll function.
o Experience analyzing, developing, and managing an organization1s compensation and classification functions.
o Experience supervising employees in a fast-paced, dynamic, customer service-oriented environment.
Minimum Qualification Bachelor's Degree in any related field and seven (7) years of experience in human resource operations; recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis.
Two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification.
