Why does the job exist? The Financial Audit Manager position exists to manage financial statement audits and agreed upon procedures of government agencies in New Mexico in a timely and professional manner.
This position is expected to produce quality audit work papers for more complex areas within budgeted time and successfully supervise and train staff on the engagement.
This position performs and supervises audit report reviews to help ensure quality audit reports are released by the office.
This position also leads and/or participates in teams to perform quality control reviews of financial working papers completed by Independent Public Accountants (IPAs).
This position trains staff members and collaborates with co-workers and customers.
This position may perform additional assignments as needed by the Office of the State Auditor, such as projects for the Governmental Accountability Office, Compliance and Quality Control or Special Investigations Division.
How does it get done? - Prepares and reviews working papers and findings in accordance with auditing and accounting standards and ensures audit work is complete and accurate.
- Reviews or prepares communications and reports related to the audit.
- Supervising staff and providing timely feedback.
- Training staff.
- Performs and reviews quality report reviews on audit reports within budgeted time.
- Completes an internal review guide while reviewing audit reports and writes any related report review comments.
- Leads and/or participates in teams that perform quality control reviews of financial audit working papers completed by Independent Public Accountants (IPAs) by utilizing an internal review guide.
- The audit manager completes final documentation and writes any related working paper review comments.
- Provides training and thorough explanations to staff and customers related to Government Accounting Standards Board Pronouncements, Generally Accepted Auditing Standards, Generally Accepted Government Auditing Standards and the NM State Audit Rule.
- Performs any additional assignments as needed by the OSA.
Who are the customers? Governmental agencies in New Mexico, Independent Public Accountants.
Ideal Candidate - Experience preparing and reviewing financial statement audit reports.

- Good communication skills, both oral and written.
Minimum Qualification Must possess and maintain an active New Mexico license as a Certified Public Accountant (CPA) or able to apply for a reciprocal New Mexico CPA license if the CPA license is from another state or territory (other than Puerto Rico or the Virgin Islands, which do not qualify) and six (6) years of experience conducting financial audits and attestation engagements, including four (4) years of supervisory experience and/or, A Bachelor's degree in Business Administration, Accounting, Finance or a related degree and eight (8) years of experience in law enforcement, criminal, white collar or economic/financial fraud investigations, including four (4) years of supervisor experience.
Employment Requirements Must possess and maintain current license as a Certified Public Accountant (CPA) in New Mexico in accordance with New Mexico requirements.
If the candidate has a Certified Public Accountant (CPA) license from another state other than New Mexico the candidate will be required to apply for reciprocal New Mexico CPA license within 30 days of date of hire.
If the candidate has a CPA license from Puerto Rio or the Virgin Islands the candidate does not qualify therefore does not meet the CPA requirement.
Must possess and maintain a valid Driver's License.
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive a Defensive Driving course Certification within six (6) months of date of hire as a condition of continued employment.
Working extended hours to include evenings and weekends may be required.
Employment is subject to a pre-employment background investigation and is conditional pending results.
Working Conditions Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting, standing, bending and/or reaching may be required.
Ability to lift up to 40 lbs.
