Why does the job exist? The Cultural Resources Section Supervisor oversees compliance for the National Historic Preservation Act, Section 106, Consultation Process, and conducts consultation with the Department of Cultural Affairs and the State Historic Preservation Officer.
This position supervises staff responsible for cultural resource issues in tribal consultation, Tribal/Local Public Agency Projects, Utility Certification, and Contractor Located Activities.
Compliance with the National Historic Preservation Act, Section 106, Consultation Process, federal, and state regulations pertaining to cultural resources is required to be completed prior to the obligation of Federal Highway Administration and other federal funds, and prior to obligation of state and local funds.
This position supervises (5) five professional staff responsible for a wide range of disciplines.
How does it get done? The Cultural Resources Section Supervisor works directly with five (5) professional staff to analyze highly technical issues related to New Mexico Department of Transportation (NMDOT) projects and provide guidance on cultural resource issues for all NMDOT Federal and State funded projects, as well as Tribal/Local Public Agency, utility, and contractor located activity projects.
The position responsibilities require extensive project tracking to meet design project deadlines, maintenance needs, and consultant management.
The position manages multiple on-call consultant contracts, including developing Requests for Proposals, proposal assessment and contract disbursements, direct contract and invoice management, and deliverable review and assessment.
The position is responsible for recruitment, leading the interview panel, on-boarding, and training of new Cultural Resource Section Staff.
The position supervises the National Historic Preservation Act, Section 106, Consultation Process respective to tribal consultation, assisting the NMDOT Tribal Coordinator with administrative and in-person consultation.
The position will work directly with project design teams, infrastructure support staff (bridge, drainage, Plans Specifications and Estimates), and will keep the Cultural Resources Section Manager aware of any issues that have potential to affect project timelines, deadlines and budgets.
The position reports to the Cultural Resources Section Manager, assists with high level projects, and conducts field work when necessary to support project needs and deadlines.
Who are the customers? The position serves the North, Central and South Region Design Centers, and all six (6) NMDOT District Offices, and consults with Tribal/Local Public Agencies, utility companies, and NMDOT consultants and contractors.
The position also works directly with the State Historic Preservation Officer, the Department of Cultural Affairs, the United States Army Corps of Engineers, and other federal and state regulatory and land management agencies.
Ideal Candidate The ideal candidate will have preferred experience/education in the following areas: * A Master's Degree in archeology, anthropology, cultural resources, or the physical or social sciences.
* Six (6) years of professional level experience with oversight of multiple complex projects during the same time period.
* Six (6) years of applying the theories, methods and practices of the archaeological discipline to enable independent, professional judgments to be made about the identification, evaluation, documentation, registration and treatment of cultural properties in New Mexico.
*Applicant shall meet the Secretary of the Interior standards for academic degrees or comparable training, professional experience to qualify as a Principal Investigator as determined by the Cultural Proprieties Review Committee.
* Five (5) years of experience using Geographic Information Systems software.
Minimum Qualification Bachelor's degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and five (5) years of experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources.

In-state travel required.
