Why does the job exist? The Grants Management Bureau of the Department of Public Safety (DPS) is responsible for the programmatic and financial management of Traffic Safety grants projects for NMSP Districts across the state of New Mexico.
The federal and state grants managed within this bureau represent critical funding for DPS law enforcement operations.
The Management Analyst-Advanced position is responsible for the organization and management of grant awards and MOUs from the Department of Transportation including traffic safety campaigns such as ENDWI, Summer Enforcement, Car Seat Clinics, and Operation Buckle Up.
This position will ensure that State and Federal grant monitoring regulations are adhered to in addition to managing the programmatic and financial compliance of applicable contracts and MOUs.
How does it get done? The key responsibilities for this position will include but are not limited to the following: 1.
General ledger reconciliations which includes running share reports to validate and balance expenses that have hit the project.
2.
Payroll adjustments which includes identifying payroll errors on projects, completing payroll correction forms, and tracking expenses until errors have been resolved and backed out of the general ledger.
3.
Project activity validation to include validation of invoices, payroll, and overtime to ensure that costs charged under the projects are reasonable, allowable, and within the project's budget.
4.
Project invoicing utilizing the SHARE grants module to bill and reconcile expenses from project costing module to the general ledger.
5.
Budget tracking to include the setting up of budgets in SHARE, monthly budget tracking of expenditures, and completing IBARS to move funding around into different cost categories.
6.
Adherence to program guidelines, procurement validation, and programmatic reporting including the GMB policies and procedures, Code of Federal Regulations, grant award conditions, and financial guides.
7.
E-Grants data entry/quality control which will include validating the information that the field officers enter into the E-grants system is accurate and the expenses match/balance to the general ledger and project costing module.
Who are the customers? Work is performed for internal customers to include, but not limited to the New Mexico State Police and the New Mexico Department of Public Safety.
Work is performed on behalf of staff assigned to work within the NMDPS Grants Management Bureau Ideal Candidate Preferred experience in the following areas: -The program and fiscal management of federal, state and local grant awards.
This includes, the developing, administering and monitoring of grant programs.
-Experience in project management and program development related to law enforcement programs, social services and working with other statewide initiatives and agencies.
-Experience with financial grant review and grant program budgeting.
-Experience in working with federal grant reporting requirements and sub-recipient monitoring.
-Experience facilitating meetings, trainings, and public speaking as well as conducting presentations.
Minimum Qualification Bachelor's Degree in Business Administration and two (2) years of experience in the procedures of business and management principles involved in strategic planning.

In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico; and or pass and received the Defensive Driving Certificate within six (6) months of date of hire.
The selected candidate will work with highly confidential and high-volume data flow must have the ability to complete assignments with a high level of accuracy within strict time constraints as well as handle multiple tasks and requests from several people at once.
Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
Possible exposure to irate clientele.
Some statewide travel may be required.
Incumbent will work under stress and frequent time constraints.
Must have own mode of transportation for work-related travel.
