Why does the job exist? The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals.
The Deputy Chief Information Officer (CIO) will support the core mission by coordinating all IT software development activity for the agency.
How does it get done? The candidate will lead the IT efforts for delivering new and existing system enhancements and will directly manage the three NMSLO IT bureaus responsible for these efforts.
Duties include definition of system requirements/architecture, IT project scoping and analysis, business analysis, testing, project and release schedule management, vendor selection and management, contract development, Department of Information Technology (DoIT) Enterprise Project Management Office (EPMO) interface, DoIT annual IT Plan development, strategic planning, testing, Payment Card Industry (PCI) compliance management, application system maintenance, testbed management, system operations, internal and external website development/management, database management, application security, planning/budget management, agency IT appropriation management, IT development business continuity/disaster recovery planning, Request for Proposal (RFP) development, and backup to the agency CIO.
Who are the customers? Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Division; and executive State Land Office management officials (Office of the Commissioner).
External: Trust beneficiaries; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; special interest groups; government entities (state, federal, city, county, tribal).
Ideal Candidate The ideal candidate will have: -Extensive experience in managing/supervising a complex IT environment with multiple technologies and system integration -Experience should include managing multiple IT teams involved in operations, development, project management, vendor management, planning, contract development and execution, human resource management, IT strategic planning and customer management -Strong writing and presentation skills -Prefer candidate with experience within the state of New Mexico working with DoIT on contracts, C2s, IT Annual Plans and the DoIT EPMO.
Minimum Qualification Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and eight (8) years of experience in at least two of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration.
