Why does the job exist?
The IT Project Manager I will:
Function as a project manager for ASPEN Integrated Eligibility (IE) and Omnicaid Medicaid Management Information Systems (MMIS) for the HSD Information Technology Division (ITD);
Plan, manage, and lead the execution of projects;
Possess knowledge of the foundational project management disciplines, methods and tools;
Possess technology and programmatic knowledge to provide insightful planning, management and oversight project progress and results.
How does it get done?
The IT Project Manager I shall be responsible for:
Activities that include but are not limited to planning, managing, and leading the execution of projects;
Leading project initiation, planning, and execution of activities;
Leading and facilitating problem solving, defining the problem, performing root cause analysis, exploring options and solutions, understanding constraints, and recommending best solutions based on data-driven analysis;
Contributing to continuous improvement to internal and solution delivery processes;
Demonstrating effective interpersonal skills to establish credibility and rapport with team members, management, and stakeholders;
Communicating findings, issues, results, requirements and timelines in an objective and timely manner;
Coordinating with various HSD business division stakeholders in matters related to ASPEN and MMSIR and ensuring activities are planned and executed appropriately.
Who are the customers?
Internal and external stakeholders including HSD staff, management, leadership teams, other state agency contacts, and outside organizations.
Ideal Candidate
The ideal candidate has experience:
Independently managing technical projects related to IT systems, networks, or applications;
With continuous quality/process improvements in projects;
With development of complex documents such as statements of work or technical instructions;
With project close-out activities, lessons learned, and implementation reviews
With contract management including the tracking of delilverables, deadlines, and invoices.
Minimum Qualification
Associate's degree in Computer Science or similar technical major and four (4) years of experience in software development or systems analysis.

Employment Requirements
Must possess and maintain a valid driver's license.
Working Conditions
Work is performed mainly in an office setting with extended periods of sitting operating a standard personal computer, repeating the same hand finger motions many times such as typing.
Interacting with co-workers and meeting deadlines.
Be able to follow written and oral instructions.
Occasional work beyond normal working hours may be required.
In-state and out-of-state travel may be required.
