Why does the job exist? This position is an Urban and Regional Planner-Supervisor in the Multimodal Planning and Programs Bureau of the New Mexico Department of Transportation (NMDOT) Planning Division.
The position supervises the Government-to-Government team, which includes direct supervision of two (2) full time exempt positions.
This position is responsible for managing the financial aspects of the Metropolitan and Regional Transportation Planning Organizations, as well as the requirements outlined in the Planning Procedures Manual.
This position also serves as a Planning Liaison to assigned Metropolitan and Regional Transportation Planning Organizations, assists the Bureau with the development and implementation of transportation plans, and other duties as assigned.
How does it get done? The Planning Liaison duties are fulfilled by serving as a Liaison to the Metropolitan and Regional Transportation Planning Organizations, which includes: attending regular meetings and member entity project feasibility meetings; monitoring work products and staff time; processing reimbursement packets and associated invoices; and ensuring compliance with state and federal laws.
The position also assists with the development, implementation and administration of plans, programs and projects and provides other planning services and expertise as required .
The financial and program management aspects of the position are completed through project management, including administering contracts, tracking federal obligations, and processing invoices, as well as the management of the Planning Procedures Manual.
The supervisory duties are completed through conducting employee evaluations; reviewing/approving time and forms; responding to employee needs; and providing direction and mentorship.
Who are the customers? The position serves the Metropolitan and Regional Transportation Planning Organizations and their member entities, members of the public, as well as other NMDOT staff in the General Office and Districts.
Ideal Candidate The ideal candidate will have preferred experience/education in the following areas: * Master's Degree in Urban and Regional Planning or related field, such as Public Administration, Public Policy or Geography.
* Two (2) or more years of experience working as a Planner, Program Administrator or Policy Analyst for a governmental entity.
* Experience managing federal grants and familiarity with applicable federal requirements.
* Experience with transportation planning.
* Supervisory experience.
Minimum Qualification Bachelor's degree in planning, architecture, business administration, public administration or political science and two (2) years of experience to include urban, transportation or infrastructure planning, real estate, commercial or public land usage, grant management, procurement, working with contracts, right of way appraisal, inter-agency coordination, engineering design, business administration and/or economics.
