84 Hourly $88,193 - $141,109 Annually This position is a Pay Band IG Posting Details The Public Safety Communications Division of DoIT's Enterprise Services exists to provide critical two way voice and radio communications to the state's first responders.
Services are provided to all state executive agencies as well as participating local, tribal and federal governments.
The group consists of 40 full time employees across seven facilities in five cities.
The group maintains and operates over 1200 critical infrastructure devices across approximate 140 site locations.
The services our group provides are critical to ensuing that our state's first responders have the communications resources that they need to complete their mission.
Interviews are anticipated within 2 weeks of closing date.
Why does the job exist? The 'Public Safety Network Operations and Integration Manager' position manages the 'Systems Integration and Public Safety Network Operations' teams within the Public Safety Communications Group.
These teams are responsible for designing and planning upgrades and modifications to existing services and systems, and designing and managing new services and systems for public safety stakeholders in New Mexico.
The Public Safety Network Operations Center maintains constant visibility into the state of the system(s), performs trend and data analysis, generates reports on system usage and statistics, ensures that service level agreement parameters are being met, proactively dispatches the maintenance and operations team as required and manages the Public Safety network for all subscriber agencies and stakeholders.
How does it get done? This position will do the following: - Performs daily management and coordination for the operation of the State's Public Safety Radio Communications System, which serves all executive level and participating local agencies, consists of over 12,000 subscribers, and has infrastructure at nearly 150 locations throughout the state.
- Manages the two teams mentioned above (Public Safety Network Operations and Public Safety Systems Integration).
Directly manages 7 employees.
- Sets protocols and procedures for best practices, technical standards, service level agreements, and network operations center protocols.
- Designs, writes and monitors service level agreements for subscriber agencies and vendors - Manages and writes vendor contracts and solicits bids for projects via the invitation to bid (ITB) process - Determines and writes scope of work documents for vendor and partner contracts - Evaluates the work of vendors to ensure compliance with defined scope of work on projects.
- Makes decisions on workflow, tasks, project priority, staffing, resource management and technical management and administration of the system.
- Handles administrative functions as required within the group - Evaluates the effectiveness and quality of services and makes or recommends corrections as required - Evaluates and makes recommendations on use of available funding and priorities for modernization, service expansion and upgrade projects - Interfaces with subscriber agencies to provide and verify effectiveness of services and customer service - Approves employee time in SHARE, approves leave requests, participates in job advertisement preparation, interviews and hiring for the team.

This position services: - subscribers of the state's enterprise Public Safety Communications services - state executive level agencies - federal government agencies - tribal government agencies - local or municipal government agencies Ideal Candidate The ideal candidate will have experience or skills in: - Operation and management of public safety radio communications systems to include managing a large scale system with multiple subscriber agencies and groups - Management of personnel, resources and budgets.
Management of technical personnel and vendors - Experience writing and interpreting service level agreements - Basic technical knowledge of two-way radio systems and infrastructure including towers, digital microwave, trunked and conventional radio systems, enterprise system management platforms, Motorola Astro 25 systems including M3 core, industry standards and best practices - Good written and verbal communications skills which will promote good customer service and team communications - Ability to make decisions in high-stress or dynamic environments - A strong leader able to motivate and work with dynamic teams Minimum Qualification Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree and six (6) years of experience in network administration and design.
