The Response Team is responsible for supporting partners in times of disaster.
Routinely, public safety personnel and emergency managers respond to natural, technological, or civil emergencies throughout the State of New Mexico.
Occasionally, these events reach a magnitude that is beyond the response capability of tribal, local, or county-level resources.
Events of this nature may require the support of nearby cities, tribes, and counties, as well as the State of New Mexico, adjoining states, and federal resources.
Emergencies of extraordinary scale may be formally declared as disasters by the Governor of New Mexico and by the President of the United States.
The DHSEM Response Team is responsible for coordinating state-level responses to emergencies and disasters.
In addition to assisting local governments plan for large-scale events, the Response Team supports state agencies, local jurisdictions, and tribal entities who have been impacted by an emergency.
Local Emergency Managers contact the twenty-four-hour duty line to inform the New Mexico Emergency Operations Center (NMEOC) of their pending emergency.
In turn, the Duty Program allows central communication between local, state, and federal agencies.
The NMEOC Duty Officer will then analyze the situation and advise the Governor's Authorized Representative (GAR) on the proper course of action.
The State of New Mexico's response to state and federal-level disasters are managed in the NMEOC, which exists to gather, process, and report emergency situation intelligence to support policy and decision-making, support local communities, and account for the state's response costs.
In non-disaster conditions, the NMEOC uses a wide variety of communications and intelligence systems to facilitate timely responses to rapidly evolving emergencies.
Why does the job exist? Position is responsible for implementation of state level emergency response plans in accordance with New Mexico Operations System and Federal requirements.
This position supports the department's duties set forth in NMSA 9-28-5: coordinate the homeland security and emergency management efforts of all state, local government and tribal agencies, as well as enlist cooperation from private entities such as health care providers; provide information to the general public and private businesses essential to ensuring safety and security and to provide the Governor with timely information relating to emergencies, disasters and acts of terrorism or terrorist threats; coordinate state agency, local and tribal government plans for prevention, preparedness and response with a focus on an all-hazards approach; work with emergency response and emergency management programs, provide assistance in developing and conducting all-hazards response exercises for emergency responders, government officials, health care providers and others; and perform such How does it get done? Conduct state level emergency preparedness activities, such as planning, training and exercising.
Coordinate ongoing improvements in maintaining common operations picture and interoperability with external partners.
Staff the NM Emergency Operations Center (NMEOC) during activations, training and exercising.
Serve as Subject Matter Expert for state level NMEOC operations.
Who are the customers? NM State Agency staff encompassing all three (3) branches of government, county and municipal governments; tribal entities; federal agencies, non-governmental organizations and the private sector.
Ideal Candidate The ideal candidate for this position a Bachelor's Degree in Emergency Management, Public Safety Management, Criminal Justice or Public Administration or related field, is proficient with Emergency Management Software and has: * Experience in a high-pressure environment analyzing complex situations, assessing risks, and making critical decisions.
* Experience in strong problem-solving skills, critical thinking abilities, and the capacity to prioritize tasks and resources.
* the ability to adapt quickly to rapidly changing situations and be flexible in their roles and responsibilities.
* Knowledge of State and Federal Emergency Management Frameworks: Familiarity with state-specific emergency management frameworks, as well as federal agencies such as FEMA (Federal Emergency Management Agency).
*Knowledge of basic functions of a State Emergency Operations Center and its role during disaster management.
Minimum Qualification Bachelor's degree from an accredited four-year college or university in any field and a minimum of (2) two years of experience in emergency management and/or emergency operations.

Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and smart phone usage.
Occasional work outside in inclement weather.
Situations may warrant work in a disaster Joint Field Office (JFO) or a mobile operations center.
May need to lift up to 50 lbs.
Voluntarily carry department issues smart phone for official use without compensation.
Subject to recall during disasters and other emergencies.
Work on weekends, holidays and shift work may be required during emergency and/or disaster situations and serve as on-call duty officer.
