Why does the job exist? This position serves as a Project Development Engineer with responsibilities that include leading project development activities in the design of construction plans for letting to bid in accordance with Federal and State Laws and Policies.
This position is the first level of management in the Engineering Series which provides supervision over a designated squad in which the primary focus is on design and the leadership of staff.
This position is under North Region Design Bureau within the New Mexico Department of Transportation (NMDOT) Infrastructure Division.
How does it get done? The incumbent will manage an internal design squad, draft requests for proposals (RFP's), and manage Consultant contracts for the NMDOT North Region Design Bureau.
This position will be responsible for analyzing and developing project schedules and Engineers opinion of probable costs and provide procedural, substantive, and quality reviews of project schedule activities and milestones.
- Responsible for managing all aspects of multiple design projects.
This function requires having knowledge of Federal regulations and engineering requirements for this program area; coordinating with the Federal oversight agency and other agencies/ departments and outside contracted firms; managing and analyzing SCL and PDA rating data; managing subordinates and others work; preparing progress reports.
- Develop scope and evaluate fee proposals submitted in response to RFPs.
- Develop independent man-hours for negotiation with consultants and identification of funding needs for design study projects.
- Manage the Agency or District's on-call contract, which includes defining scope of tasks, assigning tasks and approving consultants to proceed with the work, managing the work as it proceeds reviewing final work products, reviewing invoices and approving for payment.
- Provide detailed updates on all projects for Program Management Team Meeting (PMTM).
Who are the customers? Project design for NMDOT North Region Design, District 4, and District 5.
Ideal Candidate The ideal candidate will have preferred experience/education in the following areas: * Familiarity with any road design specifications, codes or manuals published by organizations such as American Association of State Highway and Transportation Officials, or Federal Highway Administration.
* Experience working with NMDOT standards specifications for highway and bridge construction.
* Ability to review, analyze, and verify project information including cost estimates, project construction quantities, utility installations/relocations, and as-built roadway plans.
* Experience producing construction design plans with the assistance of computer aided design software - AutoCAD and Civil 3D.
* Experience supervising employees.
* Experience managing and coordinating complex projects.
* Experience conducting public meetings.
Minimum Qualification Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and six (6) years of engineering experience, two (2) of which must be as a Licensed Professional Engineer.
Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.

Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Employment requires successful completion of post offer pre-employment physical exam and is conditional pending results.
All applicants for the Engineer Professional I, II and Engineer Manager classifications must be licensed in accordance with Engineering and Surveying Practice Act, Sections 61-23-1 through 61-23-32 NMSA 1978 and 16.

Working Conditions Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers, printers and phone usage.
Extensive use of personal computer.
Work is also performed in the field with varying weather conditions; including heat, cold, humidity, wind, rain and snow.
May include exposure to: 'Sunlight, dust, pollen, chemicals, rough/rugged terrain, insects and reptiles, noxious plants and infected trash; 'Moving mechanical parts, high precarious places, toxic fumes/chemicals and/or airborne particles, hazardous chemicals 'High speed/high volume traffic and loud noises, confined spaces; 'Falls and bruises, considerable physical strain; 'Standing for extended periods of time doing traffic control or walking long distances; Hand dexterity required for some duties; numerous specific vision abilities to include: close, distance, color and peripheral vision, depth perception and ability to adjust focus; some climbing, reaching, kneeling and crawling to perform job duties; ability to lift up to 25 pounds.
Maybe required to work irregular hours and maybe subject to call outs for emergencies.
Interaction with the public by phone and in person.
Frequent temporary assignments that require travel and extended overnight stays to include weekends, holidays, and overtime are required.
Travel throughout the state and occasional out of state travel may be required.
