The Energy Conservation and Management Division (ECMD) is the agency leading the state¿s charge toward clean energy adoption.
ECMD is committed to developing and deploying solutions that will maximize New Mexico¿s renewable energy resources and improve energy efficiency and transportation standards.

Department of Energy¿s designated State Energy Office.
ECMD receives funding through the federal State Energy Program to support many of its initiatives.
ECMD develops and implements effective clean energy programs ¿ renewable energy, energy efficiency, alternative fuels, and safe transportation of radioactive waste ¿ to promote economic growth, environmental sustainability, and wise stewardship of our natural resources while protecting public health and safety for New Mexico and its citizens.
Why does the job exist? This engineering position in the Energy Technology & Engineering Bureau directly implements the: Geothermal Power Permitting Program [19-14-1], Public Facilities Energy Efficiency and Water Conservation Act [NMSA 1978, 6-23], Energy Efficiency and Renewable Energy Bonding Act [NMSA 1978, 6-21D], State-Funded Public Buildings Energy Efficiency Requirements [NMSA1978, 15-3-36], New Mexico Building Energy Conservation Code, and Renewable Energy Production Tax Credit [NMSA 1978, 7-2A-19].
In addition, this position provides technical assistance support to the following programs in the Energy Conservation and Management Division: State Energy Program, Governor's Executive Order 2019-03, Sustainable Building Tax Credit [NMSA 1978, rules 3.

How does it get done? This position is accountable for accomplishing the objectives of ECMD and supports the implementation of cabinet level agency policy.
The position is responsible for reviewing and permitting all geothermal power projects, statewide.
The position requires the review and certification of energy performance contracts, valued in multi-million-dollars, that are developed by private professional engineering firms as required by the Public Facilities Energy Efficiency and Water Conservation Act [NMSA 1978, 6-23], Energy Efficiency and Renewable Energy Bonding Act [NMSA 1978, 6-21D], State-Funded Public Buildings Energy Efficiency Requirements [NMSA1978, 15-3-36], 2021 New Mexico Building Energy Conservation Code, and Renewable Energy Production Tax Credit [NMSA 1978, 7-2A-19].
The position also provides technical support to all other ECMD renewable and energy efficiency programs and activities.
The position also procures and negotiates contracts, approves payments to consultants, reviews/approves change orders, and supports activities for compliance with Governor's Executive Order 2019-003 and EO 2006-01.
Who are the customers? This position coordinates regularly with state, local and county governments, higher education institutions, energy services companies, and developers of energy infrastructure such as geothermal, wind, solar, energy storage, hydrogen, electric grid, hydro-electric, and biomass energy.
Ideal Candidate The ideal candidate will have experience in the following: * Highly motivated and flexible candidate * Project management experience including energy efficiency and renewable energy technologies.
* Experience researching, analyzing, and implementing construction related projects for renewable energy technologies.
* Possess analytical skills and ability to independently conduct and interpret quantitative and qualitative analyses for the development of ECMD programs, policy and legislation.
* Have experience with constituent costumer service; and show motivation and flexibility to work in a fast-paced and evolving role supporting this high-priority program.
Minimum Qualification Bachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and six (6) years of engineering experience, two (2) of which must be as a Licensed Professional Engineer.
Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing within six (6) months of hire.
