This position provides management and oversight of the Protective Force performance-based evaluation program and security project integration.
The scope of this effort includes the development of performance testing plans; coordinating, evaluating, and validating response plans that provide protection of Department of Energy (DOE) special nuclear material in storage or transit, classified material, government property, and personnel at the Los Alamos National Laboratory (LANL).
This position is also largely responsible for the creation, implementation and evaluation of performance testing standards throughout the Northern New Mexico Integrated Security, LLC (N2MIS) and acts as the interface with LANL and DOE in these matters.
Performance Testing duties include ensuring clearly stated, measurable and observable performance objectives are present in all facets of Safeguards and Security Performance Testing, the Vulnerability Analysis process, simulation modeling, tabletop exercises, and subject matter expertise.
These functions are completed to provide and validate compliance of company-wide security force and support staff operations, operating policies and procedures to all uniformed security force personnel and support staff.
The individual will plan, execute and prepare after-action reports for performance tests used to validate Protective Force operations, Site Safeguards and Security Plan (SSSP) and non-security related plans and documents.
The Manager must also coordinate performance test requirements during inspections, surveys and self-assessments with appropriate LANL and DOE personnel.
This position also ensures that appropriate site safety hazard analyses are completed, and safety controls and mitigation are in place for identified activities.
Works in concert with the Los Alamos SAFE Vulnerability Assessment Office to develop opposing force testing scenarios and further develops and implements unique mechanisms to facilitate an aggressive Force-on-Force (FoF) testing program.
Responsible for managing and executing the Force-on-Force program, Limited Scope Performance Test (LSPT) program and the Alarm Response Assessment Performance Test (ARAPT) program.
Responsible for the preparation and timely submission of quarterly, semi-annual and annual reports which may ultimately be transmitted to DOE HQ.
RESPONSIBILITIES Provide management to performance testing staff.
Direct and manage Performance Testing functions, testing policies, programs and procedures ensuring Company compliance with all applicable codes, standards, regulations and requirements.
Develop performance testing plans and procedures to comply with DOE, National Nuclear Security Administration (NNSA), LANL and N2MIS policies and procedures as they relate to Protective Force operations and protection programs.
Provide direct advisory and personnel support to the LANL Vulnerability Analysis team for site specific physical security, protective force operations, and systems integration.
Review the Site Safeguards and Security Plan for the development, maintenance and implementation of the operational review process by preparing test plans for conducting Alarm Response Assessment tests, Limited Scope Performance tests, Force-on-Force Security Performance tests and Emergency Management exercises and drills.
Create realistic adversary attack scenarios to adequately test Protective Force response strategies including the use of various breaching techniques; analyze test plans to reduce or eliminate unsafe practices by conducting appropriate risk analysis; develop and schedule test plan activities; coordinate test site selection; identify player and controller responsibilities; arrange logistical requirements; publish a performance test plan prior to each test and present appropriate briefings to participants and management ensuring all safety and security issues are addressed prior to, and during, performance testing activities.
Responsible for the performance test data collection and analysis process through root cause analysis, statistical analysis and other analytical methods.
Ensure adequate preparation of after-action reports containing performance test data and conclusions derived from analysis; and develop recommendations to correct deficiencies.
Evaluate security vulnerabilities and risks associated with the storage and/or shipment of special nuclear material.
Provide recommendations to the Protective Force Operations Department Planning Section as they develop, coordinate, publish and maintain security strategies reflected in emergency response plans.
Provide support when the organization receives new requirements such as temporary protection requirements or correction of identified vulnerabilities or deficiencies.
Provide support, accountability and oversight for the development, maintenance and implementation of the operational readiness review process, through performance-based testing, to validate the adequacy of new, existing and significantly revised Protective Force operations and protection programs.
QUALIFICATIONS Required Education and Experience: Work is performed onsite.
Position is not remote.
Bachelor’s degree in security management or a related discipline or six (6) years of leadership experience in security management plans or operations in a DOE or Department of Defense (DoD) protective force organization.
Minimum of five (5 years) combined experience in the field of physical security, systems performance-based evaluation and testing programs, supervision and management with at least two (2) years in a supervisory capacity in a large workforce environment.
Minimum of two (2) years of experience in DOE performance testing or five (5) years combined experience in military, police or DOE Special Response Team (SRT) tactics.
Currently have, or have the ability to obtain and maintain, an active Department of Energy (DOE) Q level clearance.
Must obtain and maintain a DOE Human Reliability Program (HRP) certification.
Intermediate level proficiency in the Microsoft Suite applications, including Word, Excel, and PowerPoint.
Access experience considered a plus.
Excellent written and oral communication skills and the ability to convey information professionally and tactfully.
Ability to obtain and maintain a valid NM driver’s license.
Desired Education and Experience (Considered a Plus): Causal Analysis trained.
Protective Force controller/evaluator trained.
