JOB Directs and oversees the overall administration, coordination, evaluation, and daily operation of the Human Resources and Risk Management functions for the County of Santa Fe.
Directly supervises Human Resources Division staff, coordinates all HR functions with all county departments and Elected Officials offices, and assists the County Manager as the Chief Personnel Officer for the County.
EXAMPLE OF DUTIES Manages division staff.
Hires, supervises, trains, evaluates and directs the division staff to include: hiring and promotion; determining salary increases; appraising and developing performance; planning and assigning work; managing schedules and time off; executing disciplinary action; and enforcing policies and procedures.
Oversees compliance with federal and state legislation pertaining to HR matters.
Develops and manages division goals and objectives, including but not limited to classification, compensation, recruitment, retention, testing, selection, training, employee performance, federal and state reporting, employee development, employee benefits, labor relations and discipline.
Consults with the legal office as appropriate and/or directed by the County Manager or designee on HR matters.
Coordinates with directors, elected officials and supervisors to assist them in carrying out their responsibilities in HR matters.
Develops, maintains and provides reports regarding division budget consistent with performance based budgeting standards.
Researches, reviews, and analyzes legal mandates and human resources service needs to develop and recommend rules, policies, and procedures.
Manages and directs the compensation system to ensure compensation for county employees is internally equitable and externally competitive.
Conducts training for County employees and/or elected officials regarding HR matters.
Reviews disciplinary actions to ensure adherence with rules and regulations and to establish that due process is met; conducts disciplinary hearings and renders decisions on disciplinary matters; and oversees and/or conducts investigations.
Responds to EEOC or HRD complaints.
Provides cost analysis studies on HR related matters.
Maintains HR statistics and reports data and information for the County Manager or designee and presents information to the Board of County Commissioners.
Serves as the chief negotiator for the County in union negotiations with multiple bargaining units.
Maintains and reviews employee and elected official financial disclosure statements.
Assists staff and County Ethics Board with review and interpretation of the Code of Conduct and County Ethics Ordinance.
Knowledge/Skills: Knowledge of organizational dynamics, of job classifications, of interviewing techniques, of job analysis methods, of state and federal laws and regulations related to human resources to include but not limited to FLSA, FMLA, OSHA, HIPAA, EEO, PEBA, and worker’s compensation, and other employment practices; of training methods and techniques; and of descriptive statistics.
Ability to manage human resources programs; to supervise others; to plan and coordinate functions; to work effectively with co-workers, government officials, labor organizations and the general public.
Ability to communicate exceptionally orally and in writing to various audiences.
Ability to testify before administrative and legal proceedings, to make qualitative and quantitative evaluations of programs and goals, and to evaluate and analyze data.
Ability to interpret county, state and federal rules, regulations, and statues, and to develop procedures.
Ability to conciliate or mediate employees’ grievances or complaints.
Ability to maintain the highest levels of confidentiality, integrity and ethical standards and to work with all employees and members of the public in a respectful manner.
Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.
Skilled in operating various word-processing, spreadsheet, database and other software programs in a Windows environment.
SUPPLEMENTAL INFORMATION Working Conditions: Work is performed in an office setting.
Work schedule may include evening and weekend hours.
Travel may be required.
May be subject to difficult employment issues and hostile individuals.
While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger handle or feel; reach with hands or arms; and talk or hear.
Clarity of vision at long and short distance required.
May be subject to exposure to CRTs and VDTs.
Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening.
Additionally, selected candidate must submit to and pass a county paid criminal background screening.
Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
